Jul 22, 2026

Rep. Maxine Waters spoke on the House floor opposing HR 1181, the Protecting Privacy in Purchases Act. She argued the bill would ban firearm-specific merchant category codes and preempt state laws in California, New York, and Colorado. She presented gun-death statistics from Giffords, described credit-card use in eight mass shootings from 2007-2018, and detailed the Pulse nightclub shooter's purchases and searches. Gun-safety groups sent letters urging a no vote.
